One utility, many suppliers
Narragansett Electric, the state’s largest utility by far, sold 2.3 TWh to Rhode Island homes in 2024; the Rhode Island Public Utilities Commission regulates it. Energy-only suppliers delivered 55% of retail sales, seventh-highest among the states, to about 146,000 accounts, and NextEra Energy Services sold 0.3 TWh to households. Rhode Island is the one state where EIA counted essentially no advanced residential meters in 2024.
A small grid with high fixed costs
About 253,000 Rhode Island households have natural gas service, and more than 470,000 have an electric meter. Average monthly electricity use moved between roughly 478 kWh in September 2025 and 766 kWh in July 2026 — a narrow band compared with southern states — so most of the variation in Rhode Island bills comes from price changes, not usage. The final 2024 average bill was $162.40 at 28.65¢ per kWh.
Gas-fired and expensive
Natural gas generated 90% of the state’s electricity in 2024, led by the Rhode Island State Energy Center, and Rhode Island produced about a third more than it sold. Prices are among the highest in the country — 29.27¢ per kWh over the last 12 months, fifth-highest — but homes use little, about 560 kWh a month, so the average bill ($216.81 at its July 2026 peak) is moderate. Outages were short in 2024: about 61 minutes per customer excluding major events, third-shortest.
Oil, gas and help
Gas heats 53% of homes and oil 31%. EIA lists Rhode Island’s 2025 residential gas price as not available, so the calculator uses the 2024 average of $2.107 per therm, fifth-highest nationally. Oil-heated homes averaged 585 gallons a year in the 2020 survey, at $5.802 a gallon when SHOPP’s 2025–26 season ended. LIHEAP is run by the Rhode Island Department of Human Services.
