NSP–Minnesota and 166 local utilities

Northern States Power–Minnesota sold 8.7 TWh to homes in 2024, by far the largest retailer; ALLETE and Otter Tail Power are the other investor-owned utilities under the Minnesota Public Utilities Commission. But Minnesota is also a co-op and municipal state: 46 cooperatives made 25% of retail sales and serve about 903,000 accounts — Connexus Energy and Dakota Electric Association are the biggest — and 120 public entities another 15%.

A balanced generation mix

No single fuel dominates. In 2024 gas produced 27% of Minnesota’s electricity, wind 25%, nuclear 20% and coal 20% — coal was 49% in 2014. Prairie Island, a nuclear plant, was the largest generator. Minnesota consumes a bit more than it generates (65 TWh of sales vs 59 TWh made).

Electric use in a gas-heated state

Minnesota homes averaged 712 kWh a month and paid $110.06 at 15.45¢ in EIA’s final 2024 figures; over the latest twelve months that became about $120.35. The swing is moderate — 639 kWh in November 2025, 971 kWh in July 2026 — because 1.66 million households heat with gas and the 2020 survey measured just 1,039 kWh a year of air conditioning where used. Electric water heaters, where present, used about 3,021 kWh.

Gas and propane winters

Electric bills are moderate — about 742 kWh a month at 16.22¢ — and peak with summer air conditioning ($169.45 in July 2026). Winter cost lives in the gas bill: 68% of homes heat with natural gas, an account averaged about 764 therms in 2024, and the 2025 price of $1.041 per therm was one of the lower ones nationally. Propane heats 15% of homes, among the highest shares, at about 655 gallons a year; it was $2.056 a gallon at the close of EIA’s 2025–26 survey.

The Minnesota Department of Commerce runs the state’s energy assistance program.
