Five investor-owned utilities

Wisconsin Electric Power (7.9 TWh to homes in 2024), Wisconsin Power & Light (3.5 TWh), Wisconsin Public Service (2.9 TWh), Northern States Power (1.8 TWh) and Madison Gas & Electric (0.9 TWh) together made most residential sales; investor-owned utilities held 83% of the market, fifth-highest in the country. The Public Service Commission of Wisconsin regulates them, and 81 municipal utilities and 24 cooperatives, about 596,000 accounts combined, serve the rest.

A mixed fleet

Gas generated 40% of Wisconsin’s electricity in 2024 and coal 32% (61% in 2014); the Point Beach nuclear plant was the largest generator. Wisconsin consumes slightly more than it generates (68 vs 65 TWh). The residential price of 18.74¢ per kWh is above the national average, but homes use only about 664 kWh a month, and the bill peaks with summer cooling ($172.62 in July 2026).

Where Wisconsin homes use electricity

Because most Wisconsin homes heat with gas, the electric meter mostly runs lights, appliances and water heaters: the 2020 household survey put electric water heating at 2,464 kWh a year where used and air conditioning at only 963 kWh. Monthly use swings from about 562 kWh in October to about 906 kWh in July. The 2024 final average bill was $110.87 at 17.18¢; at the newer 18.74¢ rate the twelve-month average is $124.43.

Gas and propane winters

Gas heats 71% of homes, at about 681 therms a year per account; the 2025 price of $1.024 per therm was among the eight lowest nationally. Propane heats 10% of homes, which used 728 gallons a year in the 2020 survey — fifth-highest — and cost $2.066 a gallon at the end of SHOPP’s 2025–26 season; heating oil was $4.323. Home energy assistance is administered by the Division of Energy, Housing and Community Resources in the Department of Administration.
