Portland General, PacifiCorp and public power
Portland General Electric (7.7 TWh to homes in 2024) and PacifiCorp (5.8 TWh) are Oregon’s investor-owned utilities, regulated by the Public Utility Commission of Oregon. Public power is big here too: 18 public entities including the City of Eugene’s utility made 17% of retail sales across about 325,000 accounts, and 20 cooperatives such as Umatilla Electric another 21%. Energy-only suppliers sold about 5% of retail electricity to only a few hundred accounts.
Hydro first
Hydropower generated 42% of Oregon’s electricity in 2024 — the John Day dam, run by the U.S. Army Corps of Engineers, was the largest producer — with gas at 39% and wind at 15%. Coal, 5% of generation in 2014, is gone. The residential price over the last year was 15.50¢ per kWh.
Oregon is one of 16 states where the average electric bill peaked in winter over the last year: $166.88 in January 2026, against $110.25 in May 2026. Forty-five percent of homes heat mainly with electricity and 34% are all-electric; the 2020 survey measured 3,585 kWh a year of electric space heating and 3,656 kWh of electric water heating where those are used.
Gas and help with bills
Gas heats 41% of homes, using about 593 therms a year per account at $1.554 per therm. EIA does not survey heating oil or propane prices in Oregon. Energy assistance comes through Oregon Housing and Community Services. Counting major events, the average customer lost about 579 minutes of power in 2024; without them, 124.
