APS, SRP and Tucson

Two retailers supply most Arizona homes. Arizona Public Service, investor-owned and regulated by the Arizona Corporation Commission, delivered 15.6 TWh to residences in 2024; Salt River Project, a public power entity, delivered 15.3 TWh. Tucson Electric Power and UNS Electric are the other large investor-owned names. Public entities made 41% of all retail sales — fourth-largest public share in the country — so many Arizona households pay rates that never pass through the Commission. Check the plan name on your bill before leaning on the 15.40¢ statewide average.

Air conditioning is the bill

No state’s homes spend more electricity on cooling: the 2020 household survey found about 5,165 kWh a year of air conditioning in an Arizona home that uses it, against 1,299 kWh for electric space heating. The seasonal swing follows — the average residential bill reached $263.16 in July 2026 and dropped to $101.91 in February 2026, more than a 2.5-fold difference.

Gas made 47% of 2024 generation and nuclear 28% — Palo Verde produced more electricity than any other plant in the state — with solar at 9%. Coal fell from 38% of the mix in 2014 to 8%. Rooftop solar is common: 317,033 homes had net-metered systems at the end of 2024, second only to California, or about 9% of residential meters.

Gas and help with bills

About half of homes have gas service, mostly for water and space heating, and the typical gas account uses only 304 therms a year — third-lowest nationally. Help with energy bills comes from the Division of Community Assistance and Development at the Arizona Department of Economic Security.
