Pepco wires, many suppliers

Potomac Electric Power Co. (Pepco) is the District’s utility, regulated by the Public Service Commission of the District of Columbia, and it sold 2.0 TWh to homes in 2024. Supply is open to competition: 43 energy-only suppliers delivered 68% of all retail electricity — the second-highest share among the 51 jurisdictions — yet the four competitive suppliers in the top five sold almost nothing to households. In practice the District’s residential market is still mostly Pepco’s.

A city that makes almost none of its power

The District generated just 0.2 TWh in 2024 — DC Water’s Walt Bailey Bioenergy Facility, solar panels and a little gas — against 10 TWh of consumption, so nearly all of its electricity crosses the city line on the regional grid. Rooftop solar is unusually common for a city: 17,780 homes had net-metered systems at the end of 2024, and essentially every residential meter is an advanced meter. Outages are the shortest of any jurisdiction: about 26 minutes per customer in 2024, excluding major events.

Typical use is low at about 630 kWh a month; 56% of homes heat with gas and 41% with electricity. Bills peaked at $208.59 in July 2026.

Smaller homes, smaller swings

District households used about 477 kWh in November 2025 and 827 kWh in July 2026. EIA’s final 2024 average was 639 kWh a month at 17.71¢, a $113.23 bill; prices have since risen to a 24.20¢ twelve-month average and a bill of $152.46. About 154,000 homes have gas service.
