Virginia Electric & Power, Appalachian Power and the co-ops
Virginia Electric & Power sold 28.7 TWh to homes in 2024 — nearly two thirds of residential electricity — and Appalachian Power 5.9 TWh; both are regulated by the State Corporation Commission. Thirteen cooperatives with about 706,000 accounts made 18% of retail sales, led by Rappahannock Electric and Northern Virginia Electric, which each sold more than 2 TWh to households, and Shenandoah Valley Electric.
A state that imports a quarter of its power
Virginia sold 138 TWh of electricity in 2024 but generated only 103 TWh, importing about a quarter of its supply. Gas produced 59% of in-state generation and nuclear 28% — the North Anna station was the largest — while coal fell from 27% in 2014 to 2%, and solar reached 7%.
Residential prices rose from 15.78¢ in July 2025 to 17.55¢ in July 2026. The bill peaks in winter — $239.51 in January 2026 — because half of homes heat mainly with electricity; the 2020 survey measured 2,738 kWh a year of electric space heating where used. Outages ran long in 2024: about 245 minutes per customer excluding major events, fourth-most in the country.
Winter use outstrips summer
Virginia homes used about 1,509 kWh on average in January 2026 and 766 kWh in October 2025. Electric water heaters, where present, used 3,156 kWh a year in the 2020 survey. The final 2024 average bill was $148.77 at 14.41¢; the latest twelve months average $173.20, and about 1.3 million households also pay for gas.
Gas, oil, propane and assistance
Gas heats 36% of homes, at about 604 therms a year per account and $1.604 per therm. Propane ($3.565) and heating oil ($5.277) prices come from EIA’s last weekly survey of the 2025–26 season. The Virginia Department of Social Services handles energy assistance.
