Green Mountain Power and the small utilities
Green Mountain Power sold 1.6 TWh to Vermont homes in 2024, about seven in ten residential kilowatt-hours, under the Vermont Public Utility Commission. Vermont Electric Cooperative and 14 public entities — Burlington Electric is the largest — serve the rest, about 113,000 accounts between them. There is no competitive supply market of any size.
Hydro, wind and wood — but mostly imported
Vermont generates little of its own electricity: 2.3 TWh in 2024 against 5.5 TWh of sales. What it makes is almost entirely renewable — hydro 57% (Bellows Falls was the largest station), wind 16%, wood 15%, solar 10% — and the wood share is the highest in the country.
Homes use only about 591 kWh a month, among the lowest anywhere, because just 6% heat with electricity. The electric bill still peaks in winter ($183.99 in January 2026). Outages were long in 2024: about 232 minutes per customer excluding major events, fifth-most nationally.
Oil and propane are the heating story
Vermont relies on delivered fuels more than almost any state: 46% of homes heat mainly with fuel oil or kerosene and 13% with propane, and 39% use propane for something — the highest share in the country. Oil homes averaged 518 gallons a year in the 2020 survey and propane homes 364 gallons; SHOPP’s final 2025–26 prices were $5.558 and $3.733. Natural gas reaches only about 49,000 customers, at $1.718 per therm. Fuel assistance is administered by the Department for Children and Families.
