Delmarva, the co-op and nine towns

Delmarva Power sold 2.9 TWh to Delaware homes in 2024 and Delaware Electric Cooperative — the state’s only co-op, with about 119,000 accounts — 1.3 TWh, while the City of Dover led nine municipal utilities. Supply competition exists too: 41 energy-only suppliers delivered 34% of the state’s retail electricity, though they served only about 38,000 accounts, and none came close to Delmarva or the co-op in household sales.

A small grid that imports

Delaware generated only 4.8 TWh in 2024 — 88% from natural gas, led by the Hay Road plant — against 11.4 TWh of retail sales, so most of its electricity arrives over the regional grid. Prices rose with the region: the July residential price went from 16.58¢ in 2025 to 18.48¢ in 2026. Coal, 11% of in-state generation a decade ago, is down to 3%.

Homes split between electric heat (40%) and gas (41%), with propane (9%) and oil (8%) common in rural areas — 22% of Delaware homes use propane for something, fourth-highest nationally. Summer still sets the high bill: $197.81 in July 2026 against $119.23 in October 2025.

Delivered fuels and help

EIA tracks both heating fuels here: $5.913 a gallon for oil and $3.731 for propane when its 2025–26 survey closed. Propane homes averaged 290 gallons a year in 2020. Outages are short by national standards — about 67 minutes per customer in 2024 excluding major events. For heating assistance, Delawareans apply through the Department of Health and Social Services.
