Every customer is served by public power

Nebraska is, in the words of the Nebraska Power Review Board, “the only state in the country served at retail entirely by consumer-owned electric utilities.” EIA’s 2024 figures agree: 141 public entities made 97% of retail sales across about 1.1 million accounts, and ten cooperatives most of the rest, with no investor-owned utility in the market. Omaha Public Power District sold 3.9 TWh to households, Lincoln Electric System 1.3 TWh and Nebraska Public Power District 0.8 TWh directly, alongside rural districts such as Norris and Southern Public Power District. Cheap, coal and wind

Nebraska’s residential price — 12.86¢ per kWh over the last 12 months — is the third-lowest in the country, and its 2024 all-sector price ranked 49th of 51. Coal still made 44% of the state’s electricity in 2024 (63% in 2014), wind 32% and nuclear 16%; NPPD’s Gerald Gentleman coal station was the largest generator.

Homes use about 954 kWh a month, and summer cooling sets the high bill ($172.11 in July 2026 vs $94.36 in November 2025). Electric space heating is a significant load where used — 3,664 kWh a year in the 2020 survey — though 69% of homes heat with gas. Smart meters are less common than in most states: 31% of residential meters in 2024.

The cheapest propane surveyed

When EIA’s 2025–26 heating-season survey closed, Nebraska propane cost $1.642 a gallon, the lowest of any surveyed state, and heating oil $3.972. Propane homes average 493 gallons a year. Natural gas, at $1.080 per therm in 2025, heats most homes, at about 631 therms a year per account.
