Entergy and a strong co-op sector

Entergy Arkansas sold 7.7 TWh to homes in 2024, far ahead of any other retailer, and investor-owned utilities as a group made 59% of retail sales. Cooperatives carry an unusually large 28%: Carroll Electric, the biggest, sold more to households (1.3 TWh) than either Southwestern Electric Power or Oklahoma Gas & Electric managed inside Arkansas. Seventeen cooperatives serve about 568,000 accounts, and 15 public entities serve another 217,000, each with its own rate schedule.

Cheap power, big usage

Arkansas’s residential price — 13.43¢ per kWh over the last year — sits among the lowest in the country, and its 2024 all-sector price ranked 43rd of 51. Usage runs high at about 1,048 kWh a month, so bills are not small: the typical bill peaked at $201.53 in July 2026 and dipped to $101.41 in November 2025. Electric space heating is a big load (3,742 kWh a year in the 2020 survey for homes that heat with electricity), and the heating split is close: 46% electricity, 43% gas.

Arkansas Nuclear One produced the most electricity of any plant. Coal still supplied a quarter of generation, down from 54% a decade earlier, and the state generated about 61 TWh against 50 TWh of retail sales.

Outages, gas and propane

Reliability suffered in 2024: counting major events, the average Arkansas customer lost about 528 minutes of power. Gas accounts averaged 496 therms, and the 2025 price of $1.884 per therm was the eighth-highest in the country. Propane, in 14% of homes, was $2.367 a gallon in EIA’s last weekly reading of the 2025–26 season. The HHS contact listing names the Arkansas Department of Environmental Quality as LIHEAP administrator.
